Information classification
Classification does not make a matter secret by nature. The measure must identify the specific information, authority, legal basis, concrete harm, duration and review point — and it ceases to apply when the risk that justified it disappears.
Current limit. There is currently no real catalogue of classified documents on the portal. This page describes the proposed regime and what a future classification register must demonstrate.

Classification is not renewed automatically and cannot prevent scrutiny of its own legality.

Demonstrate harm
Give reasons for a concrete risk protected by a lawful exception compatible with the right of access.

Set a duration
Initial classification may not exceed five years under the proposed text.

Review
Renewal requires a new act, a new harm test and a new public-interest test; after ten years, enhanced oversight applies.

Declassify
When the risk ends, access must be restored even before the classification expires.

The classification index must be auditable
Even when the content cannot be disclosed, the existence of the classification and its minimum public metadata do not disappear.

Classification register still has no official content
No classified document, secrecy level, authority or deadline is invented to populate this area. When an official source exists, the portal must display only metadata that may lawfully be made public.
