Accessibility is a requirement of architecture, content and operation. No essential right should depend on a mouse, perfect vision, a single form of communication, a single interface or the 3D world.

The portal adopts the Web Content Accessibility Guidelines (WCAG) 2.2 AA as a minimum design and testing target. This is a development target, not an external certification; every new page and flow must be verified in practice.

Language and communication accessibility
Official Portuguese must not become a material barrier
The proposed constitutional architecture requires comprehensible communication and recognises interpretation, assisted translation, sign language, Braille and augmentative or alternative communication as legitimate means of interaction when needed for effective access.
A right does not depend on the portal alone
Essential functions need an accessible and authenticatable alternative channel when the main interface fails.
