Institutional status
Today
Candeia does not have a permanent constitutional President invested under these rules.
When it becomes operational
When the constitutional order is active and a valid election and assumption of office have occurred, the Presidency may exercise only the representation and safeguard powers provided for.
Three dimensions of the Head of State
Represent the State
The Presidency symbolises constitutional continuity without concentrating Candeia’s day-to-day administration.
Perform enumerated acts
Promulgation, certain appointments, honours and other acts exist only within expressly assigned powers.
Trigger provided controls
Preventive review of an approved bill is an example of a safeguard function limited by deadline and procedure.
Head of State is not Head of Government
| Question | Head of State | Head of Government |
|---|---|---|
| Political origin | Direct presidential election. | Parliamentary investiture of the Prime Minister. |
| Core function | Continuity, representation and enumerated constitutional powers. | Direction of the Administration and implementation of policies. |
| Relationship with ministries | Does not direct them; formalises ministerial appointments on the Prime Minister’s binding proposal. | Coordinates ministers and sets the Government’s political direction within the law. |
| Accountability | Specific constitutional procedure for serious violations. | Political accountability before the Assembly, including confidence and constructive no-confidence. |
External representation without legal fiction
The proposal is explicit: external representation may occur only within the legal capacity actually available and accepted in each relationship. The presidential office, by itself, does not create recognition, immunity, diplomatic prerogative, consular competence or nonexistent extraterritorial power.

Presidency in Candeia OS
The interface already separates the Presidency, Government, Assembly, Constitutional Court and official publication. This organisation shows how the functions may relate, but it does not yet constitute an office, official act or functioning legal procedure.
