Institutional status
Today
Candeia has no permanent constitutional ministries or invested ministers.
When it becomes operational
Once there is an established Government and a valid administrative organisation, this page may present the ministries actually created, their competences and officeholders.
How to read the ministerial structure
Prime Minister
Sets the Government’s direction and proposes the ministerial composition within the existing legal structure.
Ministers
Lead administrative areas of the Government according to legal competences, the budget and political accountability.
Independent institutions
They do not become ministries or receive Government instruction in protected matters merely for administrative convenience.
Appointment and dismissal
Why this page does not invent a list of ministries
The constitutional proposal addresses the Government and ministers, but does not turn a software design or editorial list into ministries that already exist. Once there is valid legislation and organisational acts, this page may publish the corresponding organisational chart with a verifiable source.
Ministerial boundaries
| Area | Government / ministry | Boundary |
|---|---|---|
| Public policy | May formulate and implement within the law and budget. | May not replace legislative or judicial competence. |
| Administration | May organise implementation and manage services on a valid basis. | May not create power without legal authorisation. |
| Regulation | May issue regulations to implement laws. | May not create a crime, tax or fundamental restriction without adequate authorisation. |
| Independent institutions | May cooperate and comply with legal coordination duties. | May not direct specific decisions protected by constitutional independence. |
How this appears today in Candeia OS
Administration and ministries in Candeia OS
Candeia OS already brings together areas for Government, proceedings and public service. These modules serve as an interface for future administration, but do not yet represent officially established ministries or officeholders in post.
Primary basis: Art. 215, Art. 220, Arts. 225–227.
