Institutional status
Today
No political line of succession is currently operating because the permanent Presidency, Government and Assembly are not yet established.
When it becomes operational
Once these institutions exist, vacancies and substitutions will follow previously defined rules, with no automatic personal successor.
Two succession tracks
Head of State
- A vacancy or incapacity transfers the Presidency, on an interim basis, to the President of the Assembly.
- If that person is also unavailable, the previously established parliamentary order applies.
- The substitute is removed from parliamentary leadership and voting while exercising the Head of State.
- If more than 12 months of the term remain, a new presidential election is held within 60 days.
- If less time remains, the interim officeholder completes the period unless Parliament decides on an early election.
- The interim period does not restart formation deadlines or create power to choose a Prime Minister outside the parliamentary procedure.
Head of Government
- Resignation, vacancy or loss of confidence requires new formation unless a constructive replacement has already been approved.
- There is no automatic personal successor to the Prime Minister.
- The Assembly chooses the new Head of Government under the investiture rules.
- In a constructive vote of no confidence, the successor is elected in the same act and is deemed invested.
- The previous Government remains only within caretaker limits until the transition is legally completed where necessary.
What is not transmitted through private succession
Economic rights, intellectual property, shareholdings, family inheritance, technical keys or founding status create no succession right to the Presidency, Prime Minister, ministries or any other internal political office.
Controls during the transition
| Risk | Proposed safeguard |
|---|---|
| Changing the order after the vacancy | The parliamentary sequence must be established in advance and may not be redesigned ad hoc. |
| Combining the Head of State with the parliamentary agenda | The interim officeholder is suspended from directing proceedings and from parliamentary voting. |
| Turning interim succession into Government selection | Presidential succession does not transfer competence to select a Prime Minister outside the parliamentary procedure. |
| Government vacuum | A caretaker Government maintains continuity within limited powers until the successor takes office. |
