Institutional status
Today
There is no interim Presidency or caretaker Government in office because the permanent institutions are not yet established.
When it becomes operational
Once the constitutional order is active, these rules will maintain Candeia’s continuity without turning a temporary situation into a new political mandate.
Two different forms of continuity
Interim Presidency
In a vacancy or incapacity, the Head of State passes to the President of the Assembly or the next parliamentary authority in the previously established order. The interim officeholder gains no power to choose the Government freely or rewrite succession.
Caretaker Government
After an election, resignation, loss of confidence or vacancy of the Prime Minister, the Government remains only for continuity, neutrality and transition until a successor takes office.
What a caretaker Government may do
Urgency must leave a trace
An exceptional measure must record its basis, alternatives, duration, cost, reversibility and the reason it cannot wait. Parliamentary, judicial, financial, integrity and access-to-information oversight remains active. The successor Government must review ongoing exceptional measures where they depend on ratification.
How this appears today in Candeia OS
Continuity in Candeia OS
The Government area has already been designed to distinguish a full Government from a caretaker Government. That distinction does not yet control permissions, workflows or official acts in the current version.
