ScopePublic information
In summary
The essentials
The constitutional proposal requires secure, accessible and proportionate processes, with alternatives when disability, age, technical failure or another condition makes the ordinary method unusable.
How it works
Authentication is not automatic legal intent
AccessShows that an authentication method has been satisfied.
→
ContextIts evidentiary value depends on the function, reliability and other evidence.
→
IntentSigning, consenting or undertaking an obligation may require an additional expression of intent.
For the person
Practical consequence
If an authentication method fails for you, an essential right cannot depend exclusively on that method. Sistema Candeia must offer an alternative route with comparable security and effective review by a competent authority when necessary.
Limits
Safeguards and conditions
Signing in to an account does not automatically amount to a signature.
A single credential is not absolute proof when there is a reasoned challenge.
Accessibility does not mean indiscriminately reducing security.
