Servers, datacenters and providers
Servers and datacenters support parts of Sistema Candeia, but remain physical infrastructure located under real jurisdictions. Hosting a service does not turn that location into Candeian territory.

Where a server is located matters — but not in the wrong way
A Candeia server, office, property, equipment or facility located in the physical world remains subject to the laws and authorities of the place where it is located. Contractual or technical control does not create extraterritoriality, immunity, a consulate or a sovereign enclave.
No single point of existence
Cloud
A cloud account cannot be an unrecoverable condition for the digital State’s existence.
Identity
Recovery must survive compromise of the same domain being restored.
Region
Replicas sharing the same physical or administrative failure do not automatically count as independent.
Provider
A critical contract must provide for data, documentation, portability, exit and reconstruction.
