Territorial and operational continuity
Candeia cannot depend on one map, server, provider, account or person in order to continue existing. Continuity means rebuilding the implementation without erasing digital territory, records or rights.

What must survive
Records, decisions and ownership preserved with integrity.
Audit records, history, versions and trails sufficient for authentic reconstruction.
Degraded mode or contingency channel for essential rights.
Portal, client and 3D world may be rebuilt from internal official sources.
Critical sovereign operation
Deleting the last viable copy, rewriting an official chain of records or producing an irreversible change outside the legal workflow is treated differently from routine maintenance. The proposed Constitution requires multiparty control or an equivalent safeguard, independently accountable identities, and separation between legal authorisation and technical execution where necessary.
What must survive an interface or infrastructure failure
An unavailable account or device cannot erase legal personality or a civil fact.
Ownership cannot depend on a single client or provider.
Units and identifiers must be reconstructible.
Versions, authorities and relevant changes must remain auditable.
