Public-service remuneration
There is not yet an official remuneration schedule for Candeia’s permanent public-service careers. Remuneration is part of institutional design: it must be public, predictable and compatible with the function without becoming an instrument of favouritism or retaliation. Senior office-holders follow specific constitutional mechanisms; permanent careers depend on general, reviewable criteria.

There is currently no general remuneration schedule for Candeia’s permanent functions. Amounts will be published only when there is a valid legal basis and the functions have actually been established.
In brief
General and reviewable criteria
The remuneration of a permanent public servant forms part of the public regime governing appointment, assessment and progression.
Independent determination where provided
The Constitutional Remuneration Commission acts for the offices assigned to it by the Constitution.
Protection from pressure
Remuneration and essential conditions cannot be selectively reduced to influence decisions.
Identifiable budget expenditure
Public expenditure must be recorded and subject to oversight, while preserving applicable legal protections.
How it works
Identify the specific career, mandate or constitutional office.
Apply the competent law, schedule or commission decision.
Record it through the official financial chain.
Verify legality, equality and the absence of retaliatory use.
Limits and safeguards
- GOV does not invent salaries, schedules or benefits that do not exist in a real source.
- Remuneration cannot buy political obedience or be selectively reduced as institutional punishment.
- Functional salary is distinct from private contracts, royalties and other separate economic categories.
Before accepting a public function, a person should know the remuneration regime and who may change it. For the public, transparency allows oversight of expenditure without turning salary into a tool for pressuring independent decisions.
