Technical positions
Technical positions exist to perform Candeia’s permanent professional functions with continuity, competence and neutrality. A requirement must measure what the function actually demands — not social status, political affinity or an academic credential with no objective connection to the work.

Permanent technical functions have not yet been established. When real recruitment begins, requirements and selection processes will be published here.
In brief
Demonstrable competence
Selection must link assessment to the actual duties of the position.
Require only what is necessary
A degree, experience, language, location or technical qualification may be required only where there is an objective need.
More than one way to demonstrate competence
Experience, certification, a practical test or another equivalent means may be accepted where reasonable.
Efficiency with safeguards
Automation and outsourcing do not remove the public authority’s responsibility.
How it works
Define essential duties and risks.
Choose requirements and assessment instruments related to those duties.
Apply uniform and accessible criteria.
Resolve challenges and formalise the result through the competent authority.
Limits and safeguards
- Academic education cannot be used as a decorative filter unrelated to the position.
- A technical credential cannot be turned into political or sovereign authority.
- Privileged system access does not create legal competence beyond the assigned function.
You must be able to demonstrate competence through means that make sense for the function. The process may be demanding, but each requirement must be explainable in terms of the actual work and reviewable when applied incorrectly.
