BNDC — proposed development institution
BNDC is a historical Candeia concept for a possible economic-development institution. It remains documented as part of the project’s evolution, but today it is not a legally constituted, licensed or operational institution.

The decisive point
BNDC is a historical project name, not an already existing constitutional institution. The constitutional proposal does not create a “Candeia National Development Bank” by name. Accordingly, this page does not claim that BNDC has legal personality, a licence, capital, deposits, a loan portfolio, officers or a balance sheet.
What BNDC could become
Economic-policy instrument
A future law may create a public vehicle, company, fund or financial institution to finance productive capacity and development, provided that budget, competition, integrity and risk requirements are respected.
Licensing comes before activity
If it takes deposits, extends credit at a prudentially relevant scale or uses a regulated banking designation, it must fall within the perimeter of the Prudential and Financial Resolution Authority (APRF) and satisfy the applicable legal regime.
A name does not create authorisation
Using the BNDC acronym, having a website, technical portfolio or Sistema Candeia account does not substitute for a legal act of constitution or a financial licence.
A public project does not mean zero risk
GOV.CANDEIA does not attribute a state guarantee to any balance, investment, deposit or credit without an express legal basis.
How to read the word “Bank” at this stage
Until a legally constituted and, where necessary, licensed institution exists, “BNDC” should be understood as a project name. The Constitution reserves professional deposit-taking and the use of a banking designation capable of leading the public to believe that a licence exists to authorised institutions.
