Credit and banking
Credit and banking services are not yet operational in Candeia. If implemented in the future, they may finance activities and allocate resources under specific risk and customer-protection rules. A bank, payment institution, custodian and professional lender will remain distinct categories defined by their actual activity — not by the label used in an interface.

Before discussing a loan, identify what kind of institution is involved
Deposits and banking intermediation
The Proposed Constitution reserves professional acceptance of repayable deposits from the public and the use of a banking designation capable of inducing confidence that a licence exists to authorised institutions.
Moving funds does not mean lending
If it holds customer funds without a banking licence, it must observe specific safeguarding requirements and may not use those funds as an ordinary source for its own lending.
Hold a third party’s asset
An asset in custody must remain identifiable and segregated according to its nature. Technical control does not authorise appropriation, lending or reuse.
Extend credit subject to regulatory risk
Professional lending may enter the prudential perimeter when scale, funding, leverage, interconnectedness or financing creates relevant risk.
Life cycle of a credit transaction
Amount, total cost, term, collateral and risks must be understandable.
Criteria must be relevant, verifiable and compatible with rights and data protection.
The obligation arises from the applicable legal instrument, not from a mere screen.
Disbursement, payment and accounting must be reconcilable and auditable.
Collection and enforcement of collateral depend on law, due process and avenues of review.
There is no constitutional “full-reserve” requirement for all banks
The constitutional proposal does not require one-hundred-percent external backing of the monetary base and does not by itself create a full-reserve banking model. Capital, liquidity, concentration, governance and other prudential requirements depend on law and authorised regulation. This page therefore does not announce a banking model as already chosen.
What exists today in Sistema Candeia
There are navigable institutional interfaces for the Central Bank, the Prudential and Financial Resolution Authority and the deposit-protection mechanism. They serve to validate the institutional architecture; they do not constitute licensed banks, an official customer register, a loan portfolio, real deposits or operational prudential supervision.
Institutional architecture
Separation among monetary policy, prudential supervision, deposit protection, payments and the Treasury.
Real financial market
Licences, participating institutions, technical rules, contracts, official records and effective supervision and resolution mechanisms.
