Insolvency, restructuring and liquidation
Insolvency does not erase debts through an interface or permit a disorderly race for assets: the Constitution requires transparency, an order of creditors, protection of rights and an opportunity for restructuring when viable.

From financial distress to an orderly conclusion
The law will define who may file, the criteria, jurisdiction and the effects of opening proceedings.
Assets, information and rights must be preserved while the case is assessed.
A viable activity may be restructured; non-viability may require sale and orderly distribution.
Deregistration and remaining effects depend on a decision and law, not on deleting an account.
What remains undefined
The constitutional proposal does not currently set complete creditor classes, deadlines, plan-voting thresholds, administrator remuneration or detailed insolvency tests. Those elements belong in the Minimum Legal Code and later legislation. GOV.CANDEIA must not fill those gaps with fictional numbers.
