Terms of Use

These terms explain the conditions for accessing and using GOV.CANDEIA and the Candeia functions that are actually available at this stage. They do not make Candeia a real-world public authority, do not anticipate future institutions and do not replace the laws, contracts and external rules that apply to each person.

1 · What you are using

Candeia is still under construction

Candeia is an independent digital project in pre-alpha. GOV.CANDEIA organises public information about the project; Candeia OS provides access to operational functions, while Sistema Candeia connects the modules that execute them as they are implemented. A published page, a demonstration interface or a proposed rule does not mean that the corresponding service is active.

Features may be incomplete, under test, temporarily unavailable, changed or removed during development. Demonstration data and test progress may be corrected, replaced or reset when necessary to evolve the system. Where a function requires continuity or preservation under its own rules, that condition must be stated in the relevant context.

2 · Account, identity and citizenship

Signing in does not create a status that the system has not yet granted

Account

System access

The account allows authentication and access to the available functions. You are responsible for protecting your access methods and for signing out on shared devices.

Identity

Separate stage

An account and a Candeia identity are not the same thing. Identity flows may require their own steps and data when they become available.

Citizenship

Not created by registration

Creating an account, signing in, providing financial support or testing an interface does not grant citizenship, a vote, public office, authority or institutional power.

Do not attempt to access another person’s account, bypass security checks, provide deliberately false information in flows that depend on identity, or use credentials obtained without authorisation.

3 · Acceptable use

Use Candeia without harming people, data or infrastructure

Do not use the service to obtain unauthorised access, deliberately interfere with availability, distribute malicious code, automate abuse, commit fraud, impersonate another person, manipulate records or exploit vulnerabilities to cause harm. Also do not use Candeia functions to violate third-party rights or real-world legal rules applicable to your activity.

Security reports are welcome through the channel published at Contact. Describe the issue using the minimum data necessary and do not send passwords, authentication codes, third-party data or unnecessary sensitive material.

4 · Content and intellectual property

Access does not transfer ownership

Texts, interfaces, visual identity, documents, code, images and other materials made available by the project or by third parties remain subject to the intellectual-property rules applicable to them. Access to GOV.CANDEIA or Sistema Candeia does not, by itself, transfer ownership of those materials.

When a function allows you to submit content, data or files, the flow itself must state the purpose and the relevant conditions. Do not submit material that you do not have the right to use or that exposes third-party data without an appropriate basis.

5 · Support, payments and external costs

Financial support is optional and separate from internal rights

Supporting Candeia helps sustain development and infrastructure, but it does not buy citizenship, a vote, public office, institutional influence or a promise of financial return. A payment channel should be treated as available only when GOV.CANDEIA itself marks it as active and presents, before confirmation, the amount, currency, recurrence where applicable and the responsible provider.

If a future verification, identity or other service stage has a real external cost, that condition must be presented before any payment. Do not assume that a future function is free or paid until the flow itself publishes that information.

See the Support page for the current status of the published channels.

6 · Third-party services

Some functions depend on external providers

Authentication and other current functions may use third-party services, such as Firebase and Google infrastructure. When you use an external integration, the terms, policies and limitations of the relevant provider may also apply. Candeia does not expand the authority of those providers and cannot promise availability beyond what the integration actually offers.

External links are provided for context or operation when necessary; the existence of a link does not turn external content into a Candeia rule or guarantee that the third-party service will remain unchanged.

7 · Availability, changes and security

The pre-alpha can change without pretending to have stability that does not yet exist

The project may perform maintenance, temporarily limit a function, correct test data, change interfaces or deactivate components when necessary for security, integrity, development or compliance with an applicable obligation. Whenever possible, relevant changes should be communicated in proportion to their impact.

Access to an account or function may be limited where there is a reasonable indication of abuse, a security compromise, unauthorised access or use incompatible with these terms. A technical account restriction does not, by itself, amount to loss of identity, citizenship or another status governed by its own rules.

No system connected to the internet can guarantee absolute availability or security. Candeia should manage risks responsibly without turning that limitation into a licence to ignore duties of protection, correction or transparency.

8 · Privacy and data

The terms and privacy information should be read together

The Service privacy page describes the data and providers involved in current functions, including authentication and the identity application. The Privacy, private life and communications page explains the constitutional principles proposed for Candeia; it does not replace the description of the service that exists today.

Do not send by email a password, TOTP code, recovery code, full card number or personal document that was not requested through an appropriate flow.

9 · Internal rules and the real world

Candeia does not replace the applicable external legal order

The proposed Constitution, internal citizenship, institutions and rules of Candeia organise the project’s digital universe within the limits in which they are activated. They do not override real-world laws, obligations, contracts, rights or jurisdictions. Activities that produce external effects remain subject to the rules and authorities that actually have competence over them.

These terms do not choose a venue, an exclusive national law or a legal entity that the project has not published. Real-world matters must be addressed according to the concrete situation and the law actually applicable.

10 · Updates to these terms

Changes must remain readable and identifiable

These terms may be updated as Candeia evolves. The published version must state its update date and material changes should be presented clearly. When a function requires new agreement because of a relevant change, that agreement must be requested in the appropriate flow rather than silently presumed.

11 · Contact

Questions about these terms

The published channel for contacting the project administration is govcandeia@gmail.com. At this stage there is no customer-service centre, promised response time or separate legal department.
