When Candeia’s internal rules apply
Candeia’s internal rules depend on a sufficient and foreseeable connection to the relevant activity, account, contract, property or service. The technical reach of an interface does not expand that connection by itself.

Three different questions
Do Candeia’s rules apply?
Requires a substantial, foreseeable and non-artificial connection — for example residence, business registration, registered assets, activity directed at Sistema Candeia or a valid choice of law.
May a Candeian Justice body decide?
Depends on a sufficient connection or valid submission, as well as a right of defence and respect for third parties’ exclusive competences.
What may the system enforce internally?
Only against accounts, rights, digital assets and functions that are legitimately subject to Candeia’s internal rules and mechanisms.
And outside Candeia?
An internal decision may serve as a reference in an external relationship, but any effect on third parties depends on the legal mechanisms that actually apply.
