Candeia’s Justice system is provided for in the Constitutional Proposal and has not yet been established. This page explains the architecture and safeguards without presenting courts, judges or proceedings as already existing.
If Candeia establishes internal offences, the Public Prosecution Service may act in cases such as abuse of office, internal fraud or breach of institutional duty defined by law. Real-world crimes remain outside its jurisdiction.
Constitutional function
The Public Prosecution Service is not the Government’s lawyer. Its function is to uphold legality and act in the internal proceedings assigned to it by Candeia’s legal order, with functional autonomy and respect for fundamental rights.
No political command in an individual case
The President, Government, a party, the Assembly or another political authority cannot order the opening, dismissal, prosecution, settlement, appeal or outcome of an individual proceeding. General priorities may exist, but they must be public and not designed to target a specific person.
Prosecutor-General and Council of the Public Prosecution Service
The Prosecutor-General has a single seven-year term and is elected by the Assembly by three fifths from a public shortlist of three candidates. The Council of the Public Prosecution Service administers careers, ethics and preparation of the shortlist, without being able to direct strategy in an individual case.
GOV does not receive complaints as if it were the Public Prosecution Service
This page explains competences and routes users. The actual filing of a complaint, submission or procedural inquiry, when that resource is available, must be started through Candeia OS and processed by the competent Sistema Candeia module, or use another published institutional channel.
