The Assembly has not yet been established.
The Bureau organises parliamentary proceedings; it does not yet exist as an established body.
Functions already supported by the Constitution
After final passage, the Bureau refers an organic law to the Constitutional Court for mandatory preventive review.
If the President omits to act, an authentic certificate of the Bureau may perfect the appointment of the Prime Minister already invested by the Assembly.
A merely corrective amendment may dispense with restarting the full time period by a reasoned public decision, subject to review.
The Constitution assigns procedural deadlines to the Bureau in specific cases, such as a refoundation initiative.
What will not be invented
The constitutional proposal does not specify here the number of internal Bureau offices, the specific duration of those functions, names, party blocs or a complete administrative design. Those elements must come from public rules of procedure and valid legislation when they exist.
The Bureau conducts procedure; it does not replace the plenary
Certifying, organising and referring matters does not mean having power to choose the political outcome. The Bureau does not reduce quorum requirements, turn silence into legislative approval or block powers that the Constitution makes automatic or binding.
