The Assembly has not yet been established.
These elections form the Assembly of Candeia; they are not public elections of any real-world country.
From citizenship to representation
The Assembly represents the citizens, and its composition must preserve proportionality and, where appropriate, territorial representation. The detailed electoral system, allocation of seats, candidacies, financing, voting and certification belong to the reinforced electoral organic law and to the constitutional safeguards for political competition.
Money and technology do not buy a seat
Control of a company, token, infrastructure, capital, platform or property does not generate additional representation. Parliamentary eligibility likewise cannot be conditioned on birth in a particular place, a minimum period of residence or “original” citizenship.
Extraordinary elections after dissolution
When the Assembly is constitutionally dissolved because a Government cannot be formed, new elections must take place within 45 to 60 days and the new Assembly must meet within 10 days after certification, without the extraordinary election erasing opposition rights or fundamental rules of political competition.
What exists now
Before the Foundation, any Constituent Assembly belongs to the pre-constitutional process and must not be confused with the permanent National Assembly under Title X.
Primary basis: Art. 187, Art. 204.
